N\u00eb nj\u00eb intervist\u00eb p\u00ebr \u201cGazeta Shqiptare\u201d, <strong>Ervin Demirxhiu<\/strong>, vler\u00ebsues i pasurive t\u00eb paluajtshme dhe broker n\u00eb nj\u00eb prej agjencive \u201cReal Estate\u201d tregon se qirat\u00eb kan\u00eb p\u00ebsuar rritje nga viti n\u00eb vit n\u00eb Tiran\u00eb, e \u00e7mimet kryesisht fillojn\u00eb nga 250 euro. Ai shpjegon se nj\u00eb nga faktor\u00ebt q\u00eb ka sjell\u00eb rritjen e \u00e7mimeve t\u00eb qirave \u00ebsht\u00eb dhe rritja e \u00e7mimeve t\u00eb shitjeve dhe si rrjedhoj\u00eb n\u00eb pamund\u00ebsi p\u00ebr t\u00eb bler\u00eb, individ\u00ebt preferojn\u00eb t\u00eb akomodohen n\u00eb apartamente me qira. Demirxhiu shpjegon m\u00eb tej se zona m\u00eb e shtrenjt\u00eb vazhdon t\u00eb jet\u00eb zona e ish-Bllokut, por edhe apartamentet apo sht\u00ebpit\u00eb me qira q\u00eb jepen brenda perimetrit t\u00eb \u2018Unaz\u00ebs\u2019, apo zona n\u00eb \u201cKomun\u00ebn e Parisit\u201d, n\u00eb Tiran\u00eb k\u00ebto vitet e fundit kan\u00eb marr\u00eb goxha vler\u00eb. Sipas vler\u00ebsuesit t\u00eb pasurive t\u00eb paluajtshme, \u00e7mimet e qirave n\u00eb Tiran\u00eb nuk p\u00ebrputhen me standardin e jetes\u00ebs duke iu referuar t\u00eb ardhurave t\u00eb familjeve shqiptare.<\/p>\n<p><strong>Si paraqiten \u00e7mimet e qirave t\u00eb apartamenteve n\u00eb Tiran\u00eb, krahasuar me nj\u00eb vit m\u00eb par\u00eb?<\/strong><\/p>\n<p>\u00c7mimet e apartamenteve n\u00eb Tiran\u00eb nga viti n\u00eb vit kan\u00eb p\u00ebsuar rritje. Vlen t\u00eb theksoj se sidomos k\u00ebto vitet e fundit \u00ebsht\u00eb v\u00ebn\u00eb re nj\u00eb rritje e ndjeshme edhe n\u00eb apartamentet me \u00e7mime ekonomike.<\/p>\n<p><strong>Po \u00e7mimet e vilave apo edhe t\u00eb sht\u00ebpive private a kan\u00eb p\u00ebsuar rritje nga 2018-ta?<\/strong><br \/>\nP\u00ebr sa u p\u00ebrket \u00e7mimeve t\u00eb vilave apo sht\u00ebpive private nuk mund t\u00eb themi se ka nj\u00eb rritje t\u00eb dukshme, duke qen\u00eb se k\u00ebrkesa p\u00ebr to \u00ebsht\u00eb relativisht m\u00eb e vog\u00ebl. Rrjedhimisht edhe \u00e7mimet nuk kan\u00eb rritje krahasuar me nj\u00eb vit m\u00eb par\u00eb.<\/p>\n<p><strong>Sa variojn\u00eb \u00e7mimet e qirave dhe cilat jan\u00eb zonat m\u00eb t\u00eb shtrenjta n\u00eb kryeqytet?<\/strong><br \/>\n\u00c7mimet e qirave kryesisht n\u00eb agjencin\u00eb ton\u00eb fillojn\u00eb mbi 250 euro p\u00ebr nj\u00eb muaj me apartamentet 1+1 deri 2000 euro n\u00eb muaj. Nd\u00ebrkoh\u00eb nj\u00eb \u00e7mim qiraje mund t\u00eb arrij\u00eb edhe deri n\u00eb 4000 euro n\u00eb muaj kur b\u00ebhet fjal\u00eb p\u00ebr vila luksoze n\u00eb rezidencat m\u00eb t\u00eb mira t\u00eb banimit n\u00eb Tiran\u00eb.<\/p>\n<p>Sakaq, mund t\u00eb themi se zona m\u00eb e shtrenjt\u00eb p\u00ebr apartamentet me qira sigurisht q\u00eb \u00ebsht\u00eb zona e Bllokut. Por edhe apartamentet apo sht\u00ebpit\u00eb me qira q\u00eb jepen brenda perimetrit t\u00eb \u201cUnaz\u00ebs\u201d, apo n\u00eb \u201cKomun\u00ebn e Parisit\u201d n\u00eb Tiran\u00eb k\u00ebto vitet e fundit kan\u00eb marr\u00eb goxha vler\u00eb dhe normalisht jepen me qira kundrejt nj\u00eb \u00e7mimi m\u00eb t\u00eb lart\u00eb se zonat e tjera.<\/p>\n<p><strong>Sipas mendimit tuaj si vler\u00ebsues i pasurive t\u00eb paluajtshme, cil\u00ebt jan\u00eb faktor\u00ebt q\u00eb kan\u00eb sjell\u00eb rritjen e \u00e7mimit t\u00eb qirave?<\/strong><br \/>\nN\u00eb gjykimin tim, nj\u00eb nga faktor\u00ebt q\u00eb ka sjell\u00eb rritjen e \u00e7mimeve t\u00eb qirave \u00ebsht\u00eb dhe rritja e \u00e7mimeve t\u00eb shitjeve. Me k\u00ebt\u00eb dua t\u00eb shpjegoj se si rrjedhoj\u00eb n\u00eb pamund\u00ebsi p\u00ebr t\u00eb bler\u00eb, individ\u00ebt preferojn\u00eb t\u00eb akomodohen n\u00eb apartamente me qira.<\/p>\n<p><strong>Kur \u00ebsht\u00eb periudha m\u00eb favorizuese gjat\u00eb vitit, p\u00ebr t\u00eb gjetur apartamente me \u00e7mime m\u00eb t\u00eb lira?<\/strong><br \/>\nMendoj q\u00eb periudha m\u00eb e mir\u00eb p\u00ebr t\u00eb kapur \u00e7mime sa m\u00eb t\u00eb mira e t\u00eb p\u00ebrballueshme p\u00ebr buxhetin e kujtdo \u00ebsht\u00eb periudha kur ka edhe m\u00eb pak k\u00ebrkesa, e cila p\u00ebrkon me stin\u00ebn e ver\u00ebs, pra nga gjysma e dyt\u00eb e qershorit deri nga fundi i gushtit, si dhe n\u00eb periudh\u00ebn e dimrit n\u00eb muajt janar dhe shkurt.<\/p>\n<p>A p\u00ebrputhen k\u00ebto \u00e7mime me standardin e jetes\u00ebs n\u00eb Shqip\u00ebri, duke marr\u00eb parasysh faktin q\u00eb qiraja e apartamentit 1+1 apo dhe nj\u00eb gasioniere mund t\u00eb shkoj\u00eb sa vet\u00eb paga mujore e individit apo dhe m\u00eb shum\u00eb?<br \/>\nKjo \u00ebsht\u00eb nj\u00eb pyetje me vend me t\u00eb cil\u00ebn ne hasim v\u00ebshtir\u00ebsi \u00e7do dit\u00eb, sepse paraqiten klient\u00ebt n\u00eb zyr\u00ebn ton\u00eb dhe kur u tregojm\u00eb \u00e7mimet; ata stepen, her\u00eb pas here dhe na akuzojn\u00eb ne p\u00ebr k\u00ebto \u00e7mime, por kur i argumentojm\u00eb, e kuptojn\u00eb q\u00eb ne jemi vet\u00ebm nd\u00ebrmjet\u00ebsues dhe jo qiradh\u00ebn\u00ebs apo shit\u00ebs. Realisht jan\u00eb \u00e7mime t\u00eb cilat nuk p\u00ebrputhen me standardin ton\u00eb t\u00eb jet\u00ebs, duke iu referuar t\u00eb ardhurave t\u00eb familjeve shqiptare.<\/p>\n<p><strong>Sa respektohen kontratat mes qiradh\u00ebn\u00ebsit dhe qiramarr\u00ebsit?<\/strong><br \/>\nKontratat kryesisht respektohen, sepse edhe qiradh\u00ebn\u00ebsit, edhe qiramarr\u00ebsit jan\u00eb b\u00ebr\u00eb m\u00eb t\u00eb nd\u00ebrgjegjsh\u00ebm dhe po k\u00ebrkojn\u00eb kontrata m\u00eb t\u00eb specifikuara, duke parashikuar problematikat e hasura nd\u00ebr vite. Dua t\u00eb b\u00ebj me dije se dhe ata q\u00eb jan\u00eb p\u00ebr her\u00eb t\u00eb par\u00eb marrin sugjerimet tona p\u00ebr baz\u00eb, n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb mbrohen dhe t\u00eb ken\u00eb edhe nj\u00eb marr\u00ebdh\u00ebnie sa m\u00eb korrekte nd\u00ebrmjet tyre.
