Shum\u00eb beton, pik\u00ebpyetje dhe pak\u2026 hetime"},"content":{"rendered":"<p>Tirana po jeton nj\u00eb bum nd\u00ebrtimi q\u00eb po e transformon fytyr\u00ebn e saj \u00e7do muaj: qindra leje t\u00eb reja, miliona metra katror\u00eb betoni dhe nj\u00eb horizont q\u00eb ngrihet m\u00eb shpejt se planifikimi urban. Nd\u00ebrsa bashkia num\u00ebron miliardat nga taksat e nd\u00ebrtimit, qyteti p\u00ebrballet me munges\u00eb ajri, hap\u00ebsira t\u00eb zhdukura gjelb\u00ebrimi dhe nj\u00eb kriz\u00eb t\u00eb thell\u00eb jetueshm\u00ebrie. <\/p>\n<p>N\u00eb Tiran\u00eb, ritmi i lart\u00eb i nd\u00ebrtimeve dhe kullat shum\u00ebkat\u00ebshe po vijon\u00eb pa u ndalur, megjith\u00eb rritjen e apartamenteve bosh. \u201cBoom\u201d-i i nd\u00ebrtimit ka sjell\u00eb shifra rekord fitimesh p\u00ebr Bashkin\u00eb, por, paralelisht ka prodhuar ndotje, zhurm\u00eb, kaos urban dhe pik\u00ebpyetje p\u00ebr t\u00eb ardhmen<br \/>\nRekord lejesh nd\u00ebrtimi dhe miliona metra katror\u00eb beton<\/p>\n<p>Sipas t\u00eb dh\u00ebnave zyrtare t\u00eb Bashkis\u00eb s\u00eb Tiran\u00ebs, gjat\u00eb tre viteve t\u00eb fundit jan\u00eb miratuar dhjet\u00ebra leje nd\u00ebrtimi:<\/p>\n<p>N\u00eb 2023: 62 leje<\/p>\n<p>N\u00eb 2024: 66 leje<\/p>\n<p>N\u00eb Janar-Tetor 2025: 78 leje (p\u00ebr nd\u00ebrtim t\u00eb ri, rikonstruksione, shtesa dhe ndryshime funksioni).<\/p>\n<p>N\u00eb t\u00eb nj\u00ebjt\u00ebn koh\u00eb, Instituti i Statistikave (INSTAT) thot\u00eb se vet\u00ebm n\u00eb vitin 2024 jan\u00eb miratuar 2.4 milion\u00eb m\u00b2 sip\u00ebrfaqe me nd\u00ebrtime t\u00eb reja, ku vet\u00ebm n\u00eb Tiran\u00eb jan\u00eb 1.9 milion\u00eb m\u00b2 projekte t\u00eb reja. N\u00eb raport me vitin 2023, volumi i nd\u00ebrtimeve n\u00eb sip\u00ebrfaqe \u00ebsht\u00eb rritur me 383 mij\u00eb m\u00b2 n\u00eb t\u00eb gjith\u00eb vendin. N\u00eb 6-mujorin e par\u00eb t\u00eb 2024 nd\u00ebrtimet e reja n\u00eb Tiran\u00eb arrit\u00ebn 898.640 m\u00b2, nj\u00eb rritje prej 36% krahasuar me nj\u00eb vit m\u00eb par\u00eb.<\/p>\n<p>N\u00eb kontrast me k\u00ebt\u00eb vrull nd\u00ebrtimesh, Agjencia e Parqeve dhe Rekreacionit raporton se p\u00ebr t\u00eb nj\u00ebjt\u00ebn periudh\u00eb jan\u00eb shtuar vet\u00ebm 58.512 m\u00b2 hap\u00ebsira t\u00eb reja gjelb\u00ebrimi dhe jan\u00eb rikualifikuar 8 sheshe rekreative.<br \/>\nTaksa e nd\u00ebrtimit, \u201cmotori\u201d i t\u00eb ardhurave p\u00ebr bashkin\u00eb<\/p>\n<p>Burimi kryesor i t\u00eb ardhurave p\u00ebr Bashkin\u00eb e Tiran\u00ebs \u00ebsht\u00eb taksa e ndikimit n\u00eb infrastruktur\u00eb, nj\u00eb taks\u00eb q\u00eb rritet paralelisht me intensitetin e nd\u00ebrtimit. Vet\u00ebm nga janari n\u00eb gusht t\u00eb 2024, kjo taks\u00eb i solli Bashkis\u00eb s\u00eb Tiran\u00ebs 9.3 miliard\u00eb lek\u00eb (rreth 93 milion\u00eb euro), 7 miliard\u00eb lek\u00eb n\u00eb 2023 dhe 7.4 miliard\u00eb lek\u00eb n\u00eb 2022.<\/p>\n<p>Sipas ekspertit t\u00eb pasurive t\u00eb paluajtshme Ervin Demirxhiu, nj\u00eb nga faktor\u00ebt q\u00eb ka nxitur k\u00ebt\u00eb nivel t\u00eb lart\u00eb nd\u00ebrtimesh \u00ebsht\u00eb k\u00ebrkesa e lart\u00eb p\u00ebr shitje dhe qira, si dhe politika fiskale.<\/p>\n<p>\u201cKa k\u00ebrkes\u00eb pa fund. Pastaj, nga vijn\u00eb k\u00ebto para, remitanca apo burime t\u00eb tjera \u00ebsht\u00eb tjet\u00ebr histori. N\u00eb Tiran\u00eb paguan nj\u00eb taks\u00eb rreth 11%, m\u00eb pas ke mund\u00ebsi t\u00eb marr\u00ebsh tok\u00ebn p\u00ebrmes \u2018clearing\u2019-ut, pra n\u00eb bashk\u00ebpunim me pronar\u00ebt. Fillon e shet q\u00eb n\u00eb faz\u00ebn e par\u00eb t\u00eb projektit dhe kjo \u00ebsht\u00eb nj\u00eb nga arsyet pse po nd\u00ebrtohet gjithandej\u201d.<\/p>\n<p>N\u00eb shum\u00eb lagje t\u00eb Tiran\u00ebs, godina t\u00eb reja shum\u00ebkat\u00ebshe po z\u00ebn\u00eb vendin e hap\u00ebsirave t\u00eb dikurshme publike.<\/p>\n<p>Nj\u00eb banore e zon\u00ebs s\u00eb Ali Demit thot\u00eb se: \u201cGjat\u00eb ver\u00ebs, \u00e7do nat\u00eb jemi t\u00eb detyruar t\u00eb mbyllim dritaret nga zhurma dhe pluhuri. Kjo godin\u00eb u ngrit n\u00eb pak muaj, n\u00eb vend t\u00eb nj\u00eb kalcetoje q\u00eb ishte e vetmja hap\u00ebsir\u00eb p\u00ebr f\u00ebmij\u00ebt\u201d.<\/p>\n<p>N\u00eb vitin 2024, K\u00ebshilli Komb\u00ebtar i Territorit (KKT) miratoi nd\u00ebrtimin e 8 kullave t\u00eb reja me lart\u00ebsi deri n\u00eb 65 kate, pjes\u00eb e projekteve p\u00ebr Bulevardin e Ri dhe zonat qendrore p\u00ebrmes partneriteteve publik-privat.<\/p>\n<p>N\u00eb 6-mujorin e par\u00eb t\u00eb 2025, KKT ka miratuar 18 leje t\u00eb tjera p\u00ebr komplekse dhe kulla q\u00eb variojn\u00eb nga 20 deri n\u00eb 50 kate.<\/p>\n<p>Tirana renditet nd\u00ebr qytetet m\u00eb t\u00eb ndotura t\u00eb Ballkanit, me vlera t\u00eb ndotjes q\u00eb shpesh tejkalojn\u00eb normat e lejuara nga Bashkimi Europian.<\/p>\n<p>Sipas ekspertit t\u00eb mjedisit Rodion Gjoka, nd\u00ebrtimet e pandalshme po e r\u00ebndojn\u00eb ndjesh\u00ebm cil\u00ebsin\u00eb e ajrit: \u201cRritja e nd\u00ebrtimeve n\u00eb Tiran\u00eb ndikon drejtp\u00ebrdrejt n\u00eb ndotjen e ajrit, me prani t\u00eb grimcave PM2.5 dhe PM10, t\u00eb cilat jan\u00eb t\u00eb rrezikshme p\u00ebr sh\u00ebndetin e qytetar\u00ebve. Nd\u00ebrtimet dhe mungesa e hap\u00ebsirave t\u00eb gjelbra po e kthen kryeqytetinn\u00eb nj\u00eb vat\u00ebr t\u00eb ndotjes kronike.\u201d<br \/>\nStoku i nd\u00ebrtesave, rritje masive dhe banesa t\u00eb pabanuara<\/p>\n<p>Qeveria ka pranuar zyrtarisht se Shqip\u00ebria ka aktualisht 27.5 milion\u00eb met\u00ebr katror\u00eb nd\u00ebrtesa t\u00eb pabanuara. T\u00eb dh\u00ebnat jan\u00eb b\u00ebr\u00eb publike n\u00eb Planin Komb\u00ebtar p\u00ebr Rinovimin e Nd\u00ebrtesave, ku n\u00ebnvizohet se deri n\u00eb fund t\u00eb vitit 2023 jan\u00eb 56 milion\u00eb m\u00b2 banesa t\u00eb banuara dhe 27.5 milion\u00eb m\u00b2 nd\u00ebrtesa t\u00eb pabanuara. Pra, megjith\u00ebse nd\u00ebrtohet pa ndalim, nj\u00eb pjes\u00eb e madhe e nd\u00ebrtesave mbeten t\u00eb zbrazura. Sipas parashikimeve t\u00eb Planit Komb\u00ebtar p\u00ebr Rinovimin e Nd\u00ebrtesave, deri n\u00eb vitin 2050 stoku i p\u00ebrgjithsh\u00ebm i nd\u00ebrtesave n\u00eb Shqip\u00ebri pritet t\u00eb rritet me mbi 55%, nd\u00ebrsa sip\u00ebrfaqja e banesave t\u00eb banuara do t\u00eb rritet me rreth 40 milion\u00eb m\u00b2. Megjithat\u00eb, edhe banesat bosh parashikohet t\u00eb shtohen, duke e \u00e7uar totalin n\u00eb rreth 35 milion\u00eb m\u00b2.<\/p>\n<p>\u201cN\u00eb Tiran\u00eb \u00e7mimet e aparamenteve po rriten, pasi jan\u00eb edhe t\u00eb huajt q\u00eb po blejn\u00eb, p\u00ebr investim apo t\u00eb p\u00ebr jetuar. Apartamentet bosh jan\u00eb kryesisht t\u00eb atyre q\u00eb kan\u00eb investuar p\u00ebr t\u2019i mbajtur dhe rishitur m\u00eb von\u00eb ose t\u00eb emigrant\u00ebve q\u00eb blejn\u00eb p\u00ebr t\u00eb ardhmen\u201d-tha eksperti Ervin Demirxhiu.<\/p>\n<p>Statistikat e Gjykat\u00ebs s\u00eb Tiran\u00ebs dhe Prokuroris\u00eb tregojn\u00eb nj\u00eb tjet\u00ebr realitet, nd\u00ebrkoh\u00eb q\u00eb nd\u00ebrtimet shtohen, hetimet\/nd\u00ebshkimet mbeten t\u00eb pakta.<\/p>\n<p>Sipas Gjykat\u00ebs s\u00eb Tiran\u00ebs, n\u00eb vitin 2024 jan\u00eb shpallur fajtor\u00eb 21 persona p\u00ebr \u201cnd\u00ebrtim t\u00eb paligjsh\u00ebm\u201d dhe ka pushur 3 \u00e7\u00ebshtje. Nd\u00ebrsa p\u00ebr vitin 2025 jan\u00eb gjykuar 8 raste, t\u00eb gjitha me vendim faj\u00ebsie.<\/p>\n<p>Nd\u00ebrkoh\u00eb, Prokuroria e Tiran\u00ebs raporton:<\/p>\n<p>1.         N\u00eb 2023: 1.153 \u00e7\u00ebshtje t\u00eb regjistruara, 620 d\u00ebrguar n\u00eb gjyq.<\/p>\n<p>2.         N\u00eb 2024: 1.130 \u00e7\u00ebshtje, 358 d\u00ebrguar n\u00eb gjyq dhe 723 \u00e7\u00ebshtje t\u00eb pushuara (shumica p\u00ebr munges\u00eb faktesh)<\/p>\n<p>3.         N\u00eb 6-mujorin e par\u00eb t\u00eb 2025: 814 \u00e7\u00ebshtje t\u00eb reja, 199 t\u00eb d\u00ebrguara n\u00eb gjyq.<\/p>\n<p>P\u00ebr vitin 2023, Prokuroria ka k\u00ebrkuar \u201carrest n\u00eb burg\u201d p\u00ebr 5 persona, p\u00ebr 2024 ka k\u00ebrkuar burg p\u00ebr 6 persona, nd\u00ebrsa p\u00ebr 6-mujorin e par\u00eb t\u00eb 2025 ka k\u00ebrkuar \u201cdetyrim paraqitje\u201d p\u00ebr 12 persona.<\/p>\n<p>Nj\u00eb pjes\u00eb e madhe e dosjeve mbyllen pa rezultate, duke reflektuar munges\u00eb provash dhe nd\u00ebshkimesh efektive.<\/p>\n<p>Pas shtimit t\u00eb nd\u00ebrtimeve t\u00eb paligjshme, n\u00eb 9 shtator 2025, Ministri i Drejt\u00ebsis\u00eb i asaj kohe Ulsi Manja prezantoi nj\u00eb paket\u00eb t\u00eb re ligjore p\u00ebr mbrojtjen e pron\u00ebs dhe territorit: \u201cReforma e mbrojtjes s\u00eb territorit \u00ebsht\u00eb domosdoshm\u00ebri. Nd\u00ebrtimet pa leje do t\u00eb ndalohen q\u00eb n\u00eb faz\u00ebn e par\u00eb t\u00eb kantierit. Punimet q\u00eb tejkalojn\u00eb 2% t\u00eb lejes do t\u00eb konfiskohen, nd\u00ebrsa ato mbi 10% do t\u00eb p\u00ebrdoren p\u00ebr strehim social ose do t\u00eb prishen. Subjektet abuzive do t\u00eb futen n\u00eb nj\u00eb list\u00eb t\u00eb zez\u00eb dhe do t\u00eb p\u00ebrjashtohen nga lejet p\u00ebr 5 vite.\u201d Manja shtoi se pjes\u00eb e reform\u00ebs do t\u00eb jet\u00eb edhe inventarizimi i hap\u00ebsirave publike n\u00eb nj\u00eb regjist\u00ebr kadastral, p\u00ebr t\u00eb frenuar uzurpimet dhe nd\u00ebrtimet n\u00eb pronat shtet\u00ebrore.<\/p>\n<p>Tirana po rritet me ritme q\u00eb shum\u00ebkush i konsideron t\u00eb pamenaxhueshme. Kullat shum\u00ebkat\u00ebshe, trafiku i r\u00ebnduar, mungesa e ajrit t\u00eb past\u00ebr dhe betonizimi i \u00e7do hap\u00ebsire po e shnd\u00ebrrojn\u00eb kryeqytetin n\u00eb nj\u00eb qytet ku zhvillimi po vjen n\u00eb kurriz t\u00eb jetueshm\u00ebris\u00eb.
